For much of the meeting, the “ietf-hotel” WiFi network has been performing poorly - with high packet loss (at least, from room 246).

Ross,
I went up to 246 and identified the BSSID for the AP having problems. I submitted that with other hotel Aps that were having issues. The hotel contacted their provider and had the Aps reset. Unfortunately while this solved most AP issues it only seems to have made a small improvement for your location. I am working with the hotel to dig deeper into the issue. I will keep you updated as I know more. I apologize for the slow nature of this resolution as I have to engage hotel resources.
