Unsolicited router advertisements

Description

Hi guys,

Would it be possible to increase the interval between unsolicited RAs
on wireless?
I'm on nat64 network and I'm seeing them every 4-5 seconds - my phone
battery is dead by lunchtime :(

I've turned on RA throttling and confirmed it properly work on my laptop as follows.
$ sudo tcpdump -i en0 -s 0 -n 'ip6[40] == 134'
tcpdump: verbose output suppressed, use -v or -vv for full protocol decode
listening on en0, link-type EN10MB (Ethernet), capture size 262144 bytes
