Chris, this feels to me like RF issues causing retransmits at the local L2. Are you still seeing the behavior?

I've been pinging/ping6ing - mailserver.ops-netman.net which still is approximately ever 20 seconds v6 10x increase and no similar latency change (at the same time) for v4.

As per the conversation in the NOC, this problem exists from sources entirely outside the IETF network, hence "not our problem" ;-)
