PEAP server for those who do not have an 802.1x cert?

Description
A gentleman came up to me on the help desk saying he's unable to sign into the WPA-secured wireless networks because he does not have a certificate on his box, and was asking me if there is a public PEAP server he can use?
I'm embarrassed to say that I don't really know how 802.1x works, and so I couldn't help him.
he's looking to use the secure network as he's having spotty performance with the unsecured network -- several people are coming up to say they have a good wireless signal but bad network performance.

Tf he simply accepts the certificate presented by associating with the 802.x1 ssids he should be fine
The username and password are ietf1x ietfx or ietf.1x ietf.x1
all the ssids are however served by the same APs however so the perfomance should be the same between them except that associations should take longer.
